About CASFOD

Unique Care and Support Foundation (CASFOD) is a non-governmental organization founded in 2019 with a mission to advocate for and protect the rights of women and children affected by conflict and emergencies. Guided by the Humanitarian-Development-Peace (HDP) nexus, CASFOD provides support, empowerment, and sustainable solutions that enable vulnerable populations to rebuild their lives.

Currently, CASFOD is co-implementing independent monitoring of the SEPIN-SUSI programme in Adamawa State, with support from GIZ. This initiative strengthens transparency, accountability, and evidence-based decision-making in social protection interventions such as social register expansion, shock-responsive cash transfers, and the graduation approach.


About the Role

The Project Manager will provide strategic leadership, technical oversight, and operational management for CASFOD’s independent monitoring of the SEPIN-SUSI programme. The role requires a results-driven professional who can manage risks, lead a multidisciplinary team, ensure compliance with donor standards, and deliver high-quality monitoring outputs that inform improved social protection programming in Adamawa State.


Key Responsibilities

Project Leadership and Coordination

  • Provide overall leadership and direction in line with the project’s logical framework.

  • Act as the primary liaison with GIZ, government agencies, and stakeholders.

  • Oversee the development of the Independent Monitoring Framework and inception plan.

  • Ensure compliance with CASFOD policies, donor standards, and ethical guidelines.

Technical Oversight

  • Supervise design and validation of monitoring tools (surveys, FGDs, KIIs, PDM).

  • Lead data collection, analysis, and quality assurance.

  • Produce technical, quarterly, and final reports for donor submission.

Team Management

  • Supervise and mentor the M&E Officer, Field Coordinator, Data Analyst, and other project staff.

  • Provide capacity building and support for CSO partners.

  • Ensure inclusive, gender-sensitive approaches in all project activities.

Stakeholder Engagement

  • Build and maintain relationships with government agencies, CSOs, and community leaders.

  • Facilitate consultations, roundtable discussions, and dissemination of findings.

  • Ensure findings are communicated through policy briefs, infographics, and other formats.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Document lessons learned, best practices, and success stories.

  • Contribute to organizational learning and advocacy.

Deliverables

  • Approved inception report and monitoring framework.

  • Monthly and quarterly reports.

  • Post-distribution monitoring and graduation approach reports.

  • Final project narrative report.

  • Documentation of stakeholder engagement sessions.

Requisite Qualifications and Experience

Education

  • Master’s degree in Social Sciences, Development Studies, Public Policy, Project Management, or related field (advantage).

  • Additional certification in Monitoring & Evaluation or Project Management (desirable).

Experience

  • Minimum 4 years of progressive project management experience in development/humanitarian settings.

  • At least 3 years managing third-party monitoring, M&E, or accountability projects.

  • Experience working with international donors (preferably GIZ).

  • Strong background in qualitative and quantitative monitoring methodologies.

  • Familiarity with social protection systems, cash transfers, and livelihood/graduation approaches.

Skills & Competencies

  • Strong leadership and people management skills.

  • Excellent communication, negotiation, and stakeholder engagement abilities.

  • Advanced report-writing and analytical skills.

  • Proficiency in data analysis software (SPSS, STATA, NVivo) and digital data collection (ODK, KoboToolbox, CommCare).

  • Fluency in English required; knowledge of Hausa or Adamawa local languages is an asset.


Duration & Reporting Line

  • Contract Duration: 6 months (full-time), renewable based on performance.

  • Location: Yola, Adamawa State, with frequent travel across the state.

  • Reporting To: Head of Programs & Grants, CASFOD (in coordination with GIZ).
