About World Health Organization (WHO)

World Health Organization (WHO) is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

 

Purpose of Consultancy:
  • Facilitate the timely production of high-quality, data-centric descriptive reports and infographics for countries using the Health Service Availability and Monitoring System (HeRAMS).
  • Maintain and further develop the existing codebase for descriptive data analysis and data quality assurance.

 

Background:
  • To support countries with continuous analysis and dissemination of HeRAMS results, the HeRAMS support team has developed a suite of products and services designed to assist countries in monitoring data quality, conducting detailed descriptive analyses, and producing comprehensive descriptive reports.

 

Deliverables:

Output 1: Development of HeRAMS standard descriptive reports and infographics:

  • Deliverable 1.1: Produce HeRAMS standard descriptive reports and other descriptive analyses based on country requests.
  • Deliverable 1.2: Review existing workflows, identify areas for improvement, and develop an enhanced process to ensure the quality and accuracy of products. (First draft expected by March 2025)
  • Deliverable 1.3: Design and pilot new, complementary data centric information products based on country request.

Output 2: Configuration and development of data quality monitoring tools:

  • Deliverable 2.1: Adapt existing data quality scripts and templates for new countries implementing HeRAMS.
  • Deliverable 2.2.  Review existing templates and contribute to the development additional templates to support countries with monitoring and enhancing data quality. (First draft by June 2025)

Output 3: Maintenance and documentation of data analysis scripts:

  • Deliverable 3.1: Identify and ensure the timely resolution of bugs and errors reported by team members.
  • Deliverable 3.2: Contribute to the development of comprehensive documentations for scripts and workflows, including detailed inline comments and user-friendly SOPs tailored for non-technical users. (Expected by June 2025)

 

Qualifications, experience, skills and languages:

Educational Qualifications:
Essential:

  • First university degree in data science or a related field with strong focus on data analysis and quantitative methods including but not limited to statistics, epidemiology, finance or quantitative economics.

Desirable:

  • Postgraduate degree in a related discipline.

Experience:
Essential:

  • At least 3 years of relevant experience in data analysis in public health with demonstrated experience using R.

Desirable:

  • Experience in data analysis on the monitoring of health services.
  • Experience working with WHO or other UN/International Agencies in related areas.

Skills/Knowledge:
Essential:

  • Advanced knowledge of R.
  • Basic knowledge of Adobe suite with particular focus on Adobe InDesign.
  • Basic knowledge of ArcGIS Pro.

Desirable:

  • Basic knowledge of PowerBI.
  • Intermediate knowledge of Python.

Languages and level required:
Essential:

  • Expert knowledge of English.

Remuneration

  • Band level A: USD 3,955 – 6,980 per month.
