Key Responsibilities:

HSE Systems Implementation

  • Develop and implement Project-Specific HSE Plans compliant with NUPRC, NCDMB, and ISO 45001 standards
  • Conduct HAZID/HAZOP studies for all AGO handling operations
  • 100% compliance with statutory safety regulations

Incident Prevention & Management:

  • Achieve <0.5 TRIR (Total Recordable Incident Rate) Rate) through proactive safety measures
  • Lead investigations for all incidents (spills, near-misses, LTAs) using Root Cause Analysis
  • Implement corrective actions within 48 hours of incident reporting

Training & Competency:

  • Conduct monthly safety drills (fire, spill response, vessel evacuation)
  • Deliver mandatory HSE inductions for all personnel (including subcontractors)
  • Maintain training records for NCDMB audit compliance

Regulatory Compliance:

  • Prepare weekly HSE reports for regulators
  • Ensure all facilities (vessels, tank farms) have valid safety certifications
  • Manage Environmental Permits (effluent discharge, air quality monitoring)

Emergency Preparedness:

  • Maintain 24/7 emergency response teams at all operational sites
  • Test oil spill containment systems quarterly
  • Coordinate with NIMASA Marine Pollution Unit for offshore contingencies

Qualifications & Requirements:

Mandatory Certifications:

  • NEBOSH International Diploma(or equivalent)
  • ISPON HSE Level 3certification
  • OPITO-approved Oil Spill Response training

Experience:

  • 8+ years in oil / gas HSE management
  • 3+ years in marine logistics safety (bunker vessels/tank farms)
  • Proven track record of zero fatalities in previous roles
