Key Responsibilities:
HSE Systems Implementation
- Develop and implement Project-Specific HSE Plans compliant with NUPRC, NCDMB, and ISO 45001 standards
- Conduct HAZID/HAZOP studies for all AGO handling operations
- 100% compliance with statutory safety regulations
Incident Prevention & Management:
- Achieve <0.5 TRIR (Total Recordable Incident Rate) Rate) through proactive safety measures
- Lead investigations for all incidents (spills, near-misses, LTAs) using Root Cause Analysis
- Implement corrective actions within 48 hours of incident reporting
Training & Competency:
- Conduct monthly safety drills (fire, spill response, vessel evacuation)
- Deliver mandatory HSE inductions for all personnel (including subcontractors)
- Maintain training records for NCDMB audit compliance
Regulatory Compliance:
- Prepare weekly HSE reports for regulators
- Ensure all facilities (vessels, tank farms) have valid safety certifications
- Manage Environmental Permits (effluent discharge, air quality monitoring)
Emergency Preparedness:
- Maintain 24/7 emergency response teams at all operational sites
- Test oil spill containment systems quarterly
- Coordinate with NIMASA Marine Pollution Unit for offshore contingencies
Qualifications & Requirements:
Mandatory Certifications:
- NEBOSH International Diploma(or equivalent)
- ISPON HSE Level 3certification
- OPITO-approved Oil Spill Response training
Experience:
- 8+ years in oil / gas HSE management
- 3+ years in marine logistics safety (bunker vessels/tank farms)
- Proven track record of zero fatalities in previous roles
