Job Summary:
  • The Procurement Lead will be responsible for managing and overseeing all procurement activities for the crude and gas pipeline project.
  • This role involves strategic sourcing, supplier management, contract negotiations, and ensuring procurement operations align with project timelines, budget constraints, and quality standards.
  • The Procurement Lead will collaborate with engineering, construction, and project management teams to optimize supply chain efficiencies and mitigate risks.

 

Key Responsibilities:
  • Review and recommend for approval the Contractor’s procurement strategies tailored to the pipeline project, ensuring cost efficiency and regulatory compliance.
  • Manage the procurement lifecycle, including sourcing, bidding, evaluation, contract negotiation, and supplier performance monitoring.
  • Qualify potential suppliers, ensuring adherence to project specifications and industry standards.
  • Collaborate with EPC Contractor’s engineering and project management teams to define material and equipment requirements.
  • Ensure procurement activities comply with local and international regulations, company policies, and safety standards.
  • Supervise contract negotiations, ensuring favorable terms and risk mitigation for the company.
  • Oversee vendor management, assessing supplier performance, and implementing corrective actions as needed.
  • Coordinate logistics, transportation, and warehousing to ensure timely delivery of materials.
  • Monitor procurement budgets, cost control measures, and report procurement KPIs to stakeholders.
  • Develop and maintain strong relationships with key stakeholders, including suppliers, contractors, and regulatory bodies.
  • Mitigate procurement risks through thorough market analysis, supplier due diligence, and contingency planning.
  • Utilize procurement software and ERP systems for tracking and managing procurement activities.

 

Qualifications & Experience:
  • Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, or related field.
  • Minimum 12+ years of experience in procurement within the oil & gas, energy, or pipeline construction sectors.
  • Proven experience in procurement and contract management for large-scale infrastructure projects.
  • Strong knowledge of procurement processes, supply chain management, and contract negotiations.
  • Familiarity with industry standards, local/international procurement regulations, and HSE requirements.
  • Excellent leadership, communication, and negotiation skills.
  • Proficiency in procurement software and ERP systems (SAP, Oracle, etc.).
  • Ability to work under pressure and manage multiple priorities in a fast-paced environment.
  • Strong analytical and problem-solving skills with a strategic mindset.

Preferred Certifications:

  • Certified Professional in Supply Management (CPSM)
  • Certified Purchasing Manager (CPM)
  • Chartered Institute of Procurement & Supply (CIPS) certification

Work Environment & Conditions:

  • Office-based with periodic site visits as required.
  • Travel may be required to supplier locations, project sites, and client meetings.
  • May involve working in challenging environments, including remote locations and offshore facilities.
