Through local, national and global partnerships, IPAS works to ensure women can obtain safe, respectful and comprehensive abortion care; including counseling and contraception to prevent unintended pregnancies.


Job Summary:
  • The Program Evidence Advisor will develop and implement data collection strategies to monitor progress, analyze health information and data elements, learning and evaluate findings from research efforts, assess the effectiveness of interventions, offering insights based on evidence for decision-making and enhance results across the different projects.

Objectives:
  • Objective: Strengthening monitoring system and data use with clear indicators, data collection methods, and reporting timelines aligned with project goals and Ipas M&E systems.
    • Key Success Metrics: Monitoring strategy/plan developed for every project.
  • Objective: Strengthening the use of data by Ipas and its partners to improve service performance across program areas, and health facilities, critical to the successful implementation and rapid, scale up of projects. Develop and maintain a program dashboard monitoring key metrics across projects
    • Key Success Metrics: Developed impact indicator for project success
    • Key Success Metrics: Program Dashboard developed and routinely updated.
  • Objective: Improve routine data monitoring, tracking and reporting across projects including key performance indicators, achievements, challenges, and lessons learned for stakeholders.
    • Key Success Metrics: Routine reports (monthly, quarterly, annual) on project results are shared.
  • Objective: Contribute to the design and execution of assessments, research studies to gain deeper insights into program impacts and effectiveness.
    • Key Success Metrics: No of reports produced and shared based on research findings.
  • Objective: Train various internal and external stakeholders on M&E methodologies, data collection techniques, and data analysis to promote ownership and understanding.
    • Key Success Metrics: No of M&E skill sharing activities.
  • Objective: As custodian of Ipas M&E dashboard, works with across teams and with colleagues to keep Ipas M&E dashboard (Terra) fully up to date through collation, entry and analysis of general activity, clinical activity forms and other relevant tools into the Terra system. Conduct monthly assessment to align activities/results reporting with the country program workplan
    • Key Success Metrics: Improved Activities reporting rate.
  • Objective: Monitoring data quality, and conducts field visits as necessary ensuring data integrity, adherence to organizational standards, and monitor quality and completeness of data sets Supports M&E tool developments (qualitative and quantitative) and data analysis, drafting narrative for reports Support routine activities monitoring and evaluation data collation and analysis e.g. pre & post tests, VCAT scores, activity evaluations etc
    • Key Success Metrics: No. of tools developed / reviewed.
  • Objective: Supports with baseline, mid-term and end-of-project assessments:
    • Conducting initial data collection to establish a baseline for measuring project progress.
    • Drafting materials for research dissemination
    • Assessing project performance at mid-implementation to identify areas for improvement.
    • Conducting comprehensive evaluations to assess the overall impact of a project and draw conclusions about its effectiveness.
  • Objective: Supports program learning and document lessons learned and disseminate findings to inform future projects. Coordinate knowledge management
    • Key Success Metrics: No of Lessons learned documents drafted.
  • Objective: Design and develop tools and forms using different apps like ODK, Google forms, Epi-info, SPSS,
  • Objective: Partner with diverse stakeholders including to incorporate feedback and ensure alignment with project objectives.
    • Key Success Metrics: No. of networks participated to communicate and amplify the organization’s messages and garner information to improve operations and/or programming.

Technical Requirements:
  • Bachelor’s Degree in Social Sciences, Health Information Management, Biostatistics, or a related field
  • Advanced degree in Public health, or a related field [Preferred
  • 8 or more years of Monitoring, Research and Evaluation experience in Public Health [SRHR is preferred]
  • 3 or more years of supervising research and monitoring projects
  • Familiarity with National health data indicators, standard measurement tools in the areas of SRHR, Family Planning, HSS and other relevant technical areas
  • Proficiency in the DHIS and National Health Management Information System (NHMIS) is essential.
  • Strong verbal and written communication skills in English
  • Working knowledge of spreadsheets, word processing and presentation software
  • Experience with statistical analysis computer packages (STATA, SPSS or SAS)
  • Experience developing, deploying, and managing mobile data collection tools using platforms such as ODK, KOBO TOOLBOX, etc
  • Experience with geographic mapping software and qualitative analysis software (NVivo, ATLAS.ti or others)
  • Experience with bibliographic software (EndNote, ProCite)
  • Experience in applying research findings to community-based and other health interventions
  • Well-organized, with ability to track multiple projects and meet deadlines
  • Ability to work successfully in a cross-cultural, team-based, global environment
  • Availability to travel 25%.
